Why do web agencies quote $5,000 to $15,000 for a website?
A $5,000 to $15,000 web design quote is billed hours and agency overhead, not a better website. Here is the math behind the number and what to ask first.
Agencies quote $5,000 to $15,000 for a small business website because the number is built from billed hours. It is not built from what the finished site contains.
Web design companies listed on Clutch charge around $100 to $149 USD an hour (Clutch, retrieved 2026-09-18). That makes a $10,000 USD quote roughly 67 to 100 hours of somebody's time.
Hours are not a better website. Below is where the money in that quote goes, what it buys, and what it does not. Agency figures here are in USD because the sources publish in USD, and our own prices are in CAD.
The short version

What sits inside a $10,000 USD web design quote
Hours, mostly. Take the published hourly range and divide, and a quote stops being a mystery.

Now hold that against the work. A 6 page service website is layout, copy placement, forms, and testing. It does not contain 150 hours of design.
The rest of the number is process: discovery calls, a strategy deck, revision rounds, account management, and status meetings. Some of that is real. Much of it is the agency's internal cost of running a project through several people.
Why the billed rate is 2 to 3 times what the designer earns
Because the rate carries a company, not a person. Against the United States median wage below, the published agency range works out to 2.1 times at $100 USD an hour and 3.1 times at $149 USD.
In Canada, a web designer earns a median of $33.65 CAD an hour. The published low is $20.00 CAD and the high is $57.69 CAD (Job Bank, wage data updated November 2025).
In the United States, the median wage for web developers and digital designers was $47.85 USD an hour in May 2025, which is the figure those multiples use (U.S. Bureau of Labor Statistics, page updated August 2026). That is $99,520 USD a year, at 2,080 hours.
The gap is not profiteering. It pays for rent, software, sales, a project manager, and the hours nobody bills.
Only 2 of every 3 paid hours reach a client's invoice
Billable utilization, the share of paid staff hours billed to a client, fell to 66.4% across professional services firms in 2025, down from 68.9% in 2024 (SPI Research, via Deltek, July 2026, more than 500 firms). It is the lowest in that survey's history.
Those unbilled hours still get paid. They are recovered inside the rate charged to the clients who do sign. Your quote carries a share of somebody else's proposal that went nowhere.
Margins are thin at the other end too. Digital agencies averaged a 13% after-tax net margin in 2025, across 119 agency owners and managers at firms averaging 31 employees (Promethean Research, fielded February 2026).
What the published prices actually say
Less than you would hope, because almost nobody publishes. Clutch puts the average reviewed web design project at $38,105.39 USD while also reporting that most reviewed projects cost under $10,000 USD (Clutch, retrieved 2026-09-18). A handful of enterprise builds pull that average up.
One large United States agency publishes web design "starting at $8,000/month", and states on the same page that basic web design runs $6,500 to $15,000 USD on average for small businesses and startups (WebFX, retrieved 2026-09-18).
A search for "web design agency pricing Canada" on 2026-09-18 returned 9 results, and 8 of them were agency blogs with no stated method, quoting other agency blogs. Treat any range without a source the way you would treat a verbal quote.

Does a $10,000 USD website perform better than a $2,000 one?
Not automatically. Price buys hours, and hours only help if they go into what customers and search engines measure.

Google's Core Web Vitals thresholds are specific. The main image has to appear within 2.5 seconds, a tap has to respond in 200 milliseconds or less, and the layout must not jump more than 0.1 (web.dev, October 2024). Those are the Largest Contentful Paint, Interaction to Next Paint, and Cumulative Layout Shift thresholds, measured across the slowest quarter of real page loads, the 75th percentile.
Google states plainly that "Core Web Vitals are used by our ranking systems". It also notes there is more to page experience than those scores (Google Search Central, December 2025).
Those are pass or fail numbers on any quote, at any price. A build stacked with a page builder and 12 plugins ships that payload to every visitor, and the thresholds are what catch it. Hand-coded output has no builder payload and no plugin chain to carry, which is the argument in custom website vs Wix or Squarespace.
Some quotes earn their five figures. A cart with real checkout, a booking integration, or content that has to be written and photographed is genuine build time.
What a service business site actually needs
5 things, and none of them require 100 billed hours. This is the list a plumber, a clinic, or a courier company gets value from.
- Pages for each service and each area served. These are what people search for, and what an AI answer quotes back.
- A form and a phone number that reach you fast. The form is the job. Everything else is the setup.
- Speed on a phone, measured against the 3 thresholds above.
- A Google Business Profile that matches the site, same name, same address, same phone.
- Someone who makes changes when your prices or hours change.
78% of Canadian small businesses have a company website, and 66% of owners name lack of time as a barrier to their digital presence (CFIB, survey of 2,478 owners fielded September 2025, published December 2025).
Time is the scarce resource in that survey, not budget. A quote that adds 8 discovery meetings is spending the thing the owner has least of.
What we charge, and why the number is lower
A custom build is $895 to $1,795 one time: $895 CAD for a growth site and $1,795 CAD for a full e-commerce build. The same numerals apply in USD in the United States, plus tax. Hosting and support start 30 days after payment: $20 CAD a month on the growth site, $40 CAD a month on the store.

The same build is available on a subscription from $99 CAD a month, or $199 CAD a month for e-commerce. That runs on a 12-month term with hosting bundled in. There is no separate maintenance retainer, and the only optional add-on is SEO/AEO Management, which covers search and AI-answer visibility, at $79 CAD a month with no commitment.

4 questions, in writing, before any deposit changes hands.
- How many hours is this, and at what rate? A quote that cannot be split into hours and a rate is a number somebody chose.
- Which of those hours are meetings? Discovery, status calls, and revision rounds are billed time on most agency quotes.
- What does a change cost after launch, in dollars and in turnaround time?
- Will it pass the 3 Core Web Vitals thresholds on a phone, and will you show me the test?

Can I negotiate an agency web design quote down?
Usually only by cutting scope, because the number is hours. Ask which line items are meetings and which are build work, then remove the meetings. Removing a discovery workshop or a strategy deck lowers a quote faster than asking for a discount on the design itself.
How many hours does a small business website really take?
